I think that Jody Freeman got an op-ed in the Times slightly wrong.
She says to reward good drillers with a reduction in fees...and that is where I stopped. May I point out to Jody that BP had a reputation (wrongly deserved and cleverly hidden by television commercials) of being "more than just petroleum" REMEMBER and up until the time of the Gulf Spill they would have fallen in the catagory of "good guys". No Jody. It is have the drillers pay the regular fee plus a surcharge which they get back if there is no accidents and the well operates cleanly for 3 years.
The bad players - they pay double, triple fees and escrows IF THEY ARE ALLOWED TO DRILL AT ALL. In BPs case, they have to demonstrate world wide that they are safe and responsible and not the thugs that they have turned out to be. This is feet to the fire time and no room should be given for poor performance.
