I've seen signs like this my entire life and haven't thought much of them except to wonder where the bullets went after passing through the metal. I suspect many think that they just plop on the ground a few feet away, which they don't. Then again very few of us have ever stood on the other side of these signs with someone taking target practice just a few feet away. Seems to make a difference which side of the sign you are on. One side or the other if you catch my drift.

Ms. Martinez and her classmates like the thousands of others from all over have stood on the wrong side of the sign while some gangster played target practice. It was real and the shooters were often lousy shots. In fact, most of these shootings have a "hit" percentage of about 40% of bullets fire and
they don't care what they hit. Did you know that police in a shootout have a hit ratio of less than 20%? But they are aiming at something.
My point is that this debate is now a balancing act between those on either side of the sign. One side of it poses no threat at all to the other. The other side is made up of the target practice types SOME OF WHOM don't care if it is a sign or the kid standing behind it.
I guess its all relative.
